1 | The Potential of Cooperative Federalism in Access to Health Care in India Rationale and Significance of the Study - Under the current constitutional framework, public health and sanitation, as well as the management of hospitals and dispensaries come within the exclusive legislative competence of the State. However, the Union Government has made massive inroads into this state subject, both in terms of policy and fiscal support. This raises the issue of who is finally accountable for public health outcomes. Aims and Objectives - This research work shall (i) study the current theory and practice of access to health infrastructure in India; and (ii) examine if a concurrent competence in health governance is desirable for equity in access to health care.
